Rome/London CNN —Italy’s government convened crisis talks Thursday to investigate the reasons behind a surge in prices for pasta, one of the country’s most beloved and culturally important foods. Pasta inflation moderated a bit in April but prices were still up 16.5% over 12 months. Pasta prices have soared despite the price of wheat — the main ingredient — falling in recent months. The price of durum wheat — a type of wheat popular among Italian pasta-makers — has fallen 30% since May 2022. Making pasta only requires mixing water with the wheat, the group said, giving “little justification” for the huge increase in retail prices.
Italy's industry minister has called a crisis meeting to address the soaring price of pasta, Reuters reported. Pasta prices jumped 16.3% in April, while broader Italian inflation came in at 8.8%. The comparable increase in Italy's harmonized index of consumer prices, a weighted average of Italian goods and services, measured a provisional 8.8% in April. But Coldiretti, an Italian agriculture group, said soaring pasta prices represented an "anomaly that needs clarification," given the price of a key ingredient, durum wheat, fell 30% in the year, per local publication Ansa. The National Consumer Union said until speculation on wheat prices was defined as an "unfair practice," the price of pasta may stay elevated, per Ansa.
However, the trade’s recent track record with March corn acres suggests the possibility of a big miss on corn should stay on the table. On average, analysts peg 2023 U.S. corn plantings at 90.88 million acres and soybeans at 88.24 million acres, up 2.6% and 0.9%, respectively, from last year. The five-year average range is 4.5 million acres, including 6.2 million last year and 5.5 million in 2021. USDA’s Outlook Forum last month tentatively pegged 2023 U.S. corn and soy acres at 91 million and 87.5 million, respectively, combining for 178.5 million. USDA’s wheat area would be a seven-year high and up more than 8% from last year, the biggest year-on-year rise in wheat plantings since 1996.
All U.S. winter wheat area is estimated at an eight-year high. Wheat health is better in key soft red winter wheat states like Illinois and Missouri, where GE this week covers 69% and 68% of the crop, respectively. But only 5% of the country’s winter wheat has been sown in these states. Winter wheat at the U.S. level was 34% GE and 26% PVP in the last assessment at the end of November. Hard red spring wheat accounted for 28%, soft white winter 20%, soft red winter 9%, and durum and other wheat accounted for 5% of inspections.
That has added pressure to grocery prices, putting a squeeze on wallets with no end in sight. California's drought conditions, on top of Hurricane Ian ravaging citrus and tomato crops in Florida, are likely to push food costs even higher. The most recent drought in California began in 2020, worsening when California's Central Valley faced its driest January and February in recorded history. Cameron said tomato prices face a similar hike, resulting in a 50% increase in cost to canners and processors from 2021 to 2023.
